Operation Admiral update, arrests grow to 454: Greater Manchester

Suspects arrested

Update: Operation Admiral, Greater Manchester Police’s major crack down on violent crime has been hailed a success with the latest number of arrests now standing at 454.

Deputy Chief Constable Simon Byrne said:

“This is Team GMP working at its best – everyone’s work is really paying off and you can see by the number of arrests we’ve made so far how successful this operation has been.

“We’ve had a fantastic response from the community, their support and feedback is really helping us to get the criminals off the streets of Greater Manchester.”

The results from across Greater Manchester are as follows:

North Manchester – 31. Metrolpolitan – 71. South Manchester – 13. Salford – 33. Tameside – 18. Stockport – 33. Bolton – 65. Wigan – 31. Trafford – 69. Bury – 14. Rochdale – 45. Oldham – 31

Original post: More than 250 offenders have been arrested after a major crackdown on violent crime across Greater Manchester.

The full might of Greater Manchester Police has been felt across the entire county as hundreds of officers took part in early morning raids targeting violent criminals.

Warrants were executed on every division within the Force area, hunting down criminals responsible for alcohol-fuelled violent assaults and those who have jumped bail and were on the run.

So far, 171 people have been arrested this morning (Friday 21.08.2009) and are currently being dealt with either by police or by other law enforcement agencies.

A further 82 people were arrested over the past few days as part of the operation, taking the overall number of arrests past 250.

The major crack down is in response to a survey by the government revealing that one in three people across the north west perceive drunk or rowdy behaviour as a big or fairly big problem.

Greater Manchester Police Deputy Chief Constable Simon Byrne said:

“Today we have sent out a powerful message to criminals who are responsible for the sorts of violent attacks the majority people of Greater Manchester rightly abhor.

“All too frequently, alcohol is a major cause of aggression and results in innocent people being subjected to violent and unprovoked assaults. What the offenders don’t realise is the effect it has, not just on their victims, but their whole families. It can lead to depression and a real fear of not wanting to go out.

“That sort of behaviour will not go unpunished and today we have responded positively to the message we have been getting from our communities that these criminals should be locked up.

“That is why today we have launched this huge operation and a significant number of criminals have been arrested. But this is just the start of an ongoing process that will see Greater Manchester Police continually target those responsible for violent crime until the message sinks in.”

In addition to the arrests, throughout today GMP will be working with the licensing trade to highlight the role they play in encouraging responsible drinking and ensuring their premises are adhering to licensing agreements. If any are found to be flouting the law then they will be closed down.

The operation will involve almost a third of all GMP officers and staff, and officers of all ranks from the Deputy Chief Constable to Police Community Support Officers have been

deployed onto the streets.

The operation has been carefully planned and coordinated with the Crown Prosecution Service, courts and other law enforcement agencies. This coordinated approach has been taken to ensure that all detained persons are dealt with from the moment they come into police custody, enter the judicial process and finally appear before the courts.

Throughout the day, GMP is using a dedicated custody control system that will allow the Force to maximise the facilities it has and deal with the large number of prisoners. This system will also allow the Force to effectively manage those in custody, allocating resources such as extra custody officers, solicitors etc to divisions where there is the greatest need.

All available cells throughout Greater Manchester will be opened and additional prisoner buses have been hired for the day.

Where appropriate, prisoners arrested who have had warrants previously issued will be taken directly to court so they are not clogging up the custody system. Some offenders will be dealt with through alternative means such as fixed penalty notices.

The operation is being supported by Greater Manchester Police’s Think safe, Drink safe campaign to encourage sensible drinking. People aren’t being told not to go out and have fun, but to keep safe by sticking together with friends, pacing your drinks and planning your journey home.

999 calls and day-to-day policing will not be affected. Response teams are not being directed away from their day-to-day duties so the public will not experience any delays as a result of the operation.

Man jailed for rape of a sex-worker in Tottenham

Ali-Balogun

Ali-Balogun

A man has been today, Thursday 20 August, been jailed for the rape of a sex-worker in Tottenham.

Owen Ali-Balogun, 28-years-old (date of birth 15/6/81), unemployed from Vartry Road N15 was found guilty at the Old Bailey on 22 June of the rape and assault by penetration of a 43-year-old woman in Tottenham on Wednesday 3 December 2008.

Ali-Balogun was sentenced to an indeterminate public protection sentence with release not to be considered before 8 years.

A sexual offenders prevention order was also granted and Ali-Balogun will be placed on the Sex Offenders Register for life.

At sentencing Judge David Rennie referred to the way that the defendant degraded the victim saying:

“You chose to hurt and humiliate her for pleasure” and stated that Ali-Balogun used “over and above a serious level of force”.

In conclusion he said:

“you do pose a serious risk to the public and your pattern of offending is of significant risk.”

Investigating officer DC Amanda Christodoulou, of Haringey’s Sapphire Unit, said:

“Owen Ali-Balogun’s conviction is testament to the strength and bravery of the woman who came forward and gave evidence.

“This was a callous, vicious attack and she still bears the scars of what this man did to her.

“I feel honoured to have worked with such a brave woman and hope that she can try and move forward with her life, knowing

her attacker has been taken off the streets.

“We encourage victims of rape to have the confidence to come forward to police as soon as possible.

“Every single allegation will be investigated professionally and effectively in a victim centred way and we will do everything in our power to bring those responsible to justice”.

Background

In the early hours of Wednesday 3 December 2008, a 43-year-old woman was working as a sex worker in the Seven Sisters area when Owen Ali-Balogun came out of an off-license, approached her and propositioned her.

The pair entered a small park area at Manchester Road N15.

Ali-Balogun started to touch the woman and when she tried to stop him he struck her on the head rendering her unconscious.

He then raped her while she was unconscious and unable to get away or defend herself.

His victim eventually woke to find her face was bleeding and she was sore all over her body, resulting in bruising to her back, neck and head.

She sought help from a passer-by and made her way to a friend’s house.

Later she met another friend who encouraged her to report the incident to police.

An investigation was launched and the woman was taken to a ‘Haven’, a specially designated place for survivors of rape and sexual assaults, where she received support.

Extensive police enquiries followed, and the investigating officer identified vital CCTV evidence of a man wearing clothing as described by the victim in the off-license prior to the attack and DNA evidence was obtained from the woman’s clothing that identified Owen Ali-Balogun.

On 14 January 2009, police carried out an arrest enquiry at Ali-Balogun’s home and was arrested on suspicion of rape.

At his address they found the clothing that matched that described by the victim and was identified on the suspect on the CCTV.

Man viciously attacked whilst tending to sick friend: Bury

Man viciously attacked whilst tending to sick friend: Bury

Man viciously attacked whilst tending to sick friend: Bury

A young man was viciously attacked as he tried to look after his sick friend in Bury town centre.

The senseless and unprovoked attack happened at about 2.40am on 6 August 2009 at the junction of Tithebarn Street and the Rock.

The 20-year-old victim had been to the Siberia nightclub and left with his friends when one of the group fell ill.

As the victim was attending to his friend on the ground and calling an ambulance, three men attacked him by kicking him in the head and chest and throwing him to the floor.

After stealing his LG Viewty mobile phone, which is black with red tape at the base, the group walked off.

The victim was left with a large graze to his chest and may need an operation to correct an injury sustained to his hip.

Police have now released a CCTV still of men they want to trace in connection with the assault, and are appealing to anyone with information to come forward.

Police Constable Brett Grange, from the Volume Crime Team at Bury Police Station, said:

“This was an absolutely sickening attack on a young man who was trying to help his friend.

“These three men were described by some witnesses as attacking him like a pack of wild animals and the victim is fortunate his injuries are not worse, as we have all seen just how devastating violent crime can be.

“This sort of town centre violence gives people who go out to enjoy a night out safely and sensibly a bad name, and I would appeal to anyone who recognises the men in the picture to come forward so we can find those responsible and send a message that we will pursue violent criminals.”

Anyone with information is asked to call the Volume Crime Team at Bury Police Station on 0161 856 9899.

Alternatively call Crimestoppers, anonymously, on 0800 555 111.
